Assuming your mailto: link is well-formed, you've got to have an email client installed for it to launch - gmail isn't an email client that's installed on a machine.

A mailto:  URL is going to try to open the default email application on the system (presumably windows, but the PDF could be being read on any number of different platforms).

As Jeff mentioned, there is no stand-alone Gmail client app for Windows. The web offers various hacks to make thing sort-of work, perhaps the easiest of which is to get the default client (e.g. Outlook, Thunderbird) to access the Gmail account. I've not tried to make that connection, so this is more than I know.

The other option would be the use an http: URL form, crafted to go to Gmail in the default browser.

Plus, if the PDF is for use by other people, they cannot be presumed to have Gmail accounts to access by any means.
