I am research whether or not Framemaker would be a product that suits our needs.  We would like to create a technical document, but have the majority of the files live outside of the Framemaker file in Word Docs.  This would allow my client to make easy updates to the document and allow for multiple users to edit the documents outside of Framemaker.

Can Framemaker be used to create the structure of the technical document but have most of the content live outside of Framemaker?

Depending on your output requirements, youi might consider using Qualralay's WebWorks ePublisher, which can use both FrameMaker and Word files in its projects. ePublishe can output to multiple formats, including PDF.

Frame can probably do Text Insets from Word, depending on the Word version and specific files format (.doc vs. .docx). These can then be auto-updated imported objects, just like images.

It's likely that Frame can honor or override the formatting, once you learn how the import filter is presenting the style names.

The success of the import is apt to hinge on complexity and and Word-specific features.
