[FM 19] Adjust Mouse Wheel Scrolling?

Just transitioned from Framemaker 2015 to Framemaker 2019. For the last 13 years we've used the third-party Freewheel app with Framemaker to fast-scroll x number of lines on a page using the mouse wheel. This has worked using multiple different brands of mouse across every version of Framemaker since 2007. But it longer seems to work in Framemaker 2019, which makes me wonder why Adobe doesn't provide built-in support for this feature. Does anyone know if there's a way to restore the  functionality I describe, either inately or via some kind of adjunct script/application?
