FM12 - Items missing on the Format menu

In FrameMaker 12, I only have Page Layout and Document available on the Format menu. All character and paragraph formatting items are missing.

CTRL+D works fine to call the character designer window, but CTRL+M does not work.

I need to access the Paragraph Designer window.

Any suggestions?

Issue resolved. The properties got corrupted.

Deleting them in Appdata>Roaming and restarting FM fixed it.
