FM2017 publishing to HTML5 how to publish a paragraph with a responsive background?

I'm consulting the FrameMaker Online Help but can't find any instruction to get an output similar to what can be seen in that Help!!!

I'd like to display paragraphs in a responsive frame with a coloured background.

When I publish FM2017 to HTML5 my tables are not responsive. Lines created in the reference pages and defined in a paragraph style to display above and below the paragraph are not at all responsive (and act so wired that I can't keep them the HTML5 output).

I'd like to know how to get nice responsive paragraphs like these:

Can anyone help me?
