FrameMaker 11 on "Start New, Linked Web Page" in HTML setup

FrameMaker 11 doesn't let me use certain paragraph tags to save certain FM files into separate HTML files.  After I checked the box "Start New, Linked Web Page", that item has a Y in the Reference Pages for new web page, but it was being switched back to N during the process of Save As HTML, right in front me.  It worked for some other Paragraph Tags, however.  Would someone please tell what I missed?  Thanks!!

Sorry, all I know about the subject is that most people don’t try to use FM’s native HTML output, but rather go through MIF2GO to achieve better control over the process.

That's ok. I had the work-around by using the paragraph tag that worked,

so it's working now, although I'm still puzzled about the other tag.
