FrameMaker 11: What causes different result when saving pdf from dita or from ditamap

FrameMaker 11 case. Depending on how to save dita or ditamap to PDF the element order will be different.

I have a following structure in FrameMaker dita (which is part of a ditamap):

<fig outputclass="something"><title>TEXT</title>
<image feature="x" brand="y" xtrf="../../z.eps" href="/z.eps" align="left" placement="break" width="4.549in" height="4.170in"/></fig>

If I choose Save as... > PDF... the result is fine. Title comes first and image after that. But if I want to save the whole ditamap as one and choose Save Ditamap As > PDF... the result is wrong. Image comes first and title after that.

Also, if I save the ditamap first to FrameMaker book, after that this happens:

If I choose option Save Book As... > PDF... the result is fine (title comes first and image after that). But if I choose option Save Book As... > PDF with components image comes first.

Does anyone know what FrameMaker does differently in these actions?

Support for DITA in FrameMaker 11 is quite different from support in FrameMaker 17 (FrameMaker 2022)

In Fm 11, the saving/outputting with components will use a special config file.

Thank you, I found the following line in ditafm-output:
MoveFigureTitleToFollowImage=1
I changed 1 to 0, no difference.

I commented out the whole line, no change. In PDF the order was still image first and title after that, when dita in Frame showed otherwise.
There must be some other config file for pdf output?
