FrameMaker 2019 can only be ran by Administrator

We recently purchased 3 copies of Adobe frameMaker 2019.  we are a gov organziation and typical users do not have admin rights on thier workstations.  So an administrator has to install the software.  However, I am being told that once they do that, becuse it is licnesed by "user" only the admin who installed it can actually use the software.  That make no sense to me.  there has to be a way for an administrtor to install the software and then let my tech writer, who needs the software, actually use it on the laptop.  Hoping someone can help me out!  Otherwise I just wasted $1,200.
