Framemaker 9 install failure on Win 7

I'm trying to install Frame 9 on a new Win 7 machine.  I have it running on one Win 7 machine just fine.  That machine is being replaced with a new Win 7 machine (same SP level).  But, just as the Frame 9 installation almost gets finished, it fails with a pop-up box that says:

Error  1935: An error occurred during the installation of assembly component

{98CB24AD-52FB-DB5F-A01F-C8B3B9A1E18E}.

HRESULT: 0x80070BC9.

Any ideas what I need to fix to get Frame 9 to install?

    Does your user account have Administrator authority?

    Did you run the install "as administrator"?
    (Note: you don't have to be logged in as Administrator to do this, and indeed the "Administrator" account is inaccessible by default on Win7 & later without some effort.)

    Yup, running as administrator fixed it.  Interesting that I didn't have to do that on my other Win-7 machine.  Must be some difference in the setup between the 2 machines.
