Framemaker 9 pdf for review only

I am having trouble when I generate a pdf for review only in FM. The issue I am having is the comments & Markup features that should be activated in reader for other users is not. Does anyone have any knowledge of this issue for FM 9 and how it can be fixed.

    Are you using the stand-alone FM9 version or the one from the TechComm Suite?

    The stand-alone version requires you to use AcrobatPro and enable the commenting and review from that product.

    FM 9 version from the Tech com suite 2.0

    Are you using the "Save As PDF (Send For Review...)" option to create the PDFs?
