Framemaker (version 9), Win7, PC, linking to wrong figure

I have this file, translated from EN to PTBR (Portuguese).

The source file links correctly. The target PTBR file has this problem. I checked all the codes, etc. Everything is fine.

Problem: When I update the cross-reference, one figure always links to the wrong one. I can manually re-link it, but right away, I see it shows the link was the figure before it.

Anyone can shed any light what's causing this problem?

    I solved the problem.

    steps:

    I opened the source file, copy and pasted all the translation into the file. Then imported all the formats. It's now working.

    Sigh!

    When technology fails, it's terrible.
