how can I apply formatting to existing table?

I have multiple existing tables and want to adjust ruling widths.

I can't seem to do it by applying a table tag.

Is there a reasonable approach? Do I have to delve into scripting to do this?

PS - the 'custom rules' interface seems to have some issues...
