How can I get additional activations for FrameMaker 9?

I am in the process of rebuilding a failed workstation that had FrameMaker 9 installed.  When I attempt to activate the new installation I get the following error;

Excuse the interruption, but...  Our records indicate that this serial number has already been used to set up and activate FrameMaker 9 on two other machines, which is the maximum number allowed.

The original workstation is unrecoverable.  How can I get additional activation?
