In the fileTOC.fm, on Reference Page TOC, this stuff:

You need to click in each one to find out what xyzzyTOC paragraph tag it controls.

If the >... is missing, you either have no tab in the proto, or no tabs defined for the tag (or tabs that don't work: too low, out-of-column, irrational justification, etc.).
