How convert pgfId to id?

In file1TOC.xml:

But in file1.xml:

<title blockcode="A01PART1P017N01" version="1" id="A01PART1P017N01">Functions</title>

How can convert or fill object in xml by href="file1.xml#id(pgfId-1019761)"
