Are you trying to create one in Framemaker or one directly in Acrobat?

Usually you set up a hyperlink in FrameMaker with Insert > Hypertext. This is then automatically converted when saving as PDF. Be aware, that not all FM-variations of hypertext make into the PDF. See https://www.daube.ch/docu/files/compendium.pdf#page=286 "Types of hyper-links".

If for some reason you want to define a hyperlink in a PDF,

    • Select a text which shall become a sentive area
    • right click to get the context menu
    • Select Create Link ...
    • Specify the appearance of the sensitive area and
    • the type of linke, e.g. Open a File
    • Click Next
    • Specify the details for the link (in this example, select the file) and other requirements.
