How do i get the robohelp menus in framemaker

Trying to get the Robohelp Menus in Framemaker. I have found instructions on how to add dhtml effects. I am trying to create expanding text to publish in HTML.

The 2nd step says select Select Adobe RoboHelp > Dynamic HTML Effects > Drop Down Caption.

I don't see this anywhere and I looked for instructions on how to add it but couldn't find anything.
