How do I resolve the "Installer failed to initialize error"?

I have Adobe Tech Comm Suite 4 that I deactivated and am installing on a new computer running Windows 7 Enterprise. None of the setup processes (setup.exe and PDapp.exe) are running in task manager - I viewed processes from all users. It tells me to download Adobe Support Advisor, which is no longer supported. Now What???

Thanks! I just right-clicked on the setup file and selected run as admin and it is working now! Thank you very much!!! Previous attempts, I was logged into the CPU as an Admin, but that didn't work - there must be a difference. You have saved me again Jeff!!
