How to insert a permission for license agreement before opening a HTML5 project

Question

we are developing an information platform for our partners, which they should reach via a simple link without login.
Now there is a requirement to prefix a license info when clicking the link and only when accepting the license terms the HTML project opens. The accepted license should be saved as a cookie and thus remain a necessary part when calling the project.
Intuitively, I would see this task with the web developers, right? Does anyone know of any features/settings in Robohelp that are necessary or supportive or helpful?

Ok, I think you're talking about a RH project's output, not the project files themselves - if that's the case, then, yes, this is entirely something your web developers should deal with. RH's output isn't going to have much to do with this.
