HTML Export of Bulleted Lists

Does FrameMaker 2022 export bulleted lists to the appropriate HTML tag?  I've tried several different options, and I can only seem to get it to export a <p> tag, instead of nesting an <li> inside an <ol> or <ul> tag.  I thought this was an option somehow?

It should be in the Publish > Settings for HTML5 - something like "treat them as paragraphs", "treat them as HTML lists" & one more thing I can't remember.
