Image Borders Inconsistent in PDF output

Hello;

Frame 2019, Windows 10 Enterprise

When I print or save to PDF, all of the images have consisitent borders. Most often the borders are on the left, top and right but missing from the bottom. It does not seem to mater what the settings are in Object properties, (color or size) or the Graphics pen tool. Even if the source file, typically jpg has a 1 point border. We use templates from another department, but I tried using a default Frame template as well as DITA topics and still I get the same results when I save as or print oto PDF. It must be some PDF output settings?

Do you get this behaviour also, when you zoom in or out?

Sometimes lines can be thicker or thinner depending on the zoom level.

I have seen that when the line weight of the border is thin or less than 0.5. I have made the border in Frame large (5.)0 and still get the three sided border in the PDF.

Is the border applied to the images or to their anchored frames?

The jpg files has a border, the anchored frame has a border, and the image has a border. The figure in the PDF only has a border three sides, right, top and left.

FM can apply a border to an imported image. I just tried it with a .jpg, and it worked. This ends up as a separate vector data structure as rendered to PDF, .ps or EPS, for example. I have no idea what it might appear as in other workflows. In Postscript-like workflows, as deconstructed in Illustrator in the test I just ran, it's actually 4 overlapping solid rectangles, each centered over the image edge.
The anchoring frame, if used (as is common), can likewise have its own border.
The JPEG file format, to my knowledge, implements no separate data structures for borders. If a .jpg image has an obvious border, it had to have been applied in a raster image editor (like Photoshop). This sort of border is subject to visual suppression due both to scaling, and to lossy compression artifacts. The usual recommendation is that it needs to be at least an 8 pixel-wide band in the imported .jpg. If a .jpg has such a border, you cannot control its appearance in FM (other than by cropping it off with the anchored frame, or hiding it behind that AF's own border).
