Insets and referenced graphics not updating in pdf

The symptom is intermittent. It happens after changing many exhibits and then File > Import > File operations, or Text Inset Properties > update operations, in a fairly short time, a time of intense updates during a review cycle.

I try to link in a graphic file or inset, but FM seems to use a prior version of the graphic or inset when generating a pdf. I can open the graphic or inset file in its native app (sometimes FM) and the expected change is present. The WYSIWYG shows one thing and the pdf another. Reminds me of the days before WYSIWYG.

A quick surf of the forum shows plenty of stuff pertaining to "cache" and "font," but the fonts in the pdf look fine.
