Justified text not justifying the first or last line.

Question

I have a customer spec that requires a particular paragraph (Warning and Caution) to be fully justified. I input the text as needed, and apply the Justify command (hitting the button). The first line does not fully justify to the right, and the last line stays left aligned. All other lines are justified correctly, and look nice.

Any suggestions for the first/last lines?

I am using FM 11 that has been patched to 11.0.2.384.

a) I'd be using a style if I had more than one paragraph that needed specific justification

b) using the Justify button (once I'd found it and turned the toolbar on) did what I'd expect: it spread all content except the last line evenly between the two margins. I don't think Justify (at least in FM) is intended to produce rectangular blocks of text.
