Structured FM (saving as .fm not .xml)

Is it possible to generate a List of Footnotes in a book? I have several footnotes in a FM book and would like to generate list of all footnotes and the pages they appear on, similar to a TOC or Index. I tried using the List of Elements & Paragraphs, selecting the Element I use to insert Footnotes, but all I got was a blank document.
