Master pages and pdf output
I have a structured document I am creating through XML in FrameMaker. After struggling immensely with getting the appropriate master pages applied to each page (including a blank page between "chapters," I am now finding that the pdf output when publishing does not match what I am seeing in FrameMaker. I have an FM book with a FrontMatter.fm file that contains title page information (2 pages), a List of Markers that is the Table of Contents (2 pages), and then the main document with all of the content imported from XML.
When I look at the FrameMaker .fm file for the main document, all of the appropriate header pages are applied (through the EDD with context labels, not manually applied). However, when I publish the document to pdf about 1/2 of the way through the document the output starts to differ from what I have on FrameMaker. This appears to be causing my master pages to be about 2 pages off through the rest of the book.
I was able to track down the first page that is clearly different from a previous page in the pdf vs. FrameMaker, and it is a section in the text that has keep with next paragraph applied. In FrameMaker, this is forcing the section onto the next page, but on the pdf it appears to be fitting at the bottom of the previous page. I have played around a bit with the book and document level pagination and numbering settings but wasn't able to find anything that helps.
What am I missing about the conversion from book to pdf that could be causing this issue?
