Mini TOC Hypertext issues when publishing

I am trying to publish my book to HTML5 and the mini TOCs  are not being created as hypertext in the published HTML 5 output.

 

When the mini TOCs were created "Create Hypertext Links" was selected and are functional in the FM book, but not in a published output.  I have also tried deleting and recreating the mini TOCs as well. 

 

Any help would be appreciated!

    Not a solution to the hyperlink issue itself, but does your HTML5 project already have navigation links visible?

    If the MiniTOC is redundant, you might conditionalize the MiniTOC and omit it from the HTML5 output.

    Probably not the problem, but are any Character Formats (named or override) applied to the source text? That can break the hypertext in the generated list.
