Missing Distiller error on saving a document as PDF - version 2017

Greetings,
We have a 2017 version of Framemaker. When we try to save the document as a PDF it gives an error:

Missing Distiller error on saving a document as PDF

I have already tried to run this guide, Missing Distiller error on saving a document as PDF in FrameMaker (adobe.com),  but it DOES NOT SOLVE.
