New feature request: Allow cross-referencing to character tags

If we could cross-reference to a specific phrase within a paragraph, spot cross-references would be easier to create and maintain than the current system. While I would still like to see the <$markertext> building block available in cross-reference formats, being able to xref to a character tag would be more efficient in many situations.

I'd expect it to be the string contents (Text), like it does with paragraph tags as long as you choose the source type to be Paragraphs.

Matt, how do you imagine that presenting in the Cross-Reference dialog?
New Source Type?
New Marker Type? (perhaps "Character Tag")
And if C-Tag selected, what appears in the right pane list? (the C-Tag name or the string contents?)

I'd expect it to be analogous to para xrefs, as Lin described
