Pagination Changes Upon Updating

I am running into an issue with the Pagination changing when I update my book.  I have set the Pagination on both the book and problem page to "Don't Change Page Count".  I'll save the file and book, close them and re open.  The pagination is still  "Don't Change Page Count".  Once I Update the book, the Pagination changes in the problem page and book to "Make Page Count Odd".  What is causing this issue and how can it be fixed?

Book settings always trump file settings. Set the pagination for the files within the book and ignore the file settings.

Also make certain that the pagination settings do not conflict with book behaviour, i.e. if you're using double-sided layouts beware of files ending on odd-pages and then having the next one set to start on an odd-page. FM will change the pagination behaviour to make things "right".
