Random error message when importing JPG

Rob, using a JPEG for line art isn't the way to go. Assuming you can't go EPS (vector), at least use an LZW-compressed TIFF. At close inspection, JPEGs develop fuzz, or artifacts, around the edges of objects. That may have been the source of your speckle -- when dropping to 8-bits, the dots "rounded" their color to white or to a color so light your printer can't really print it so the eye can see it (in other words, they are still there).

Art, by accident you have solved an issue we had that people here couldnt solve. We have linedrawing jpgs used in our manuals and when they print out on our laser printer, the white background has a 3% grey speckle all over it. The 16 to 8 bit conversion fixed the problem entirely.

They were created in different applications, including Photoshop. My friend says that what's driving him nuts is that some import without problem and others won't import at all, but all were saved at the same time with the same application! I'll tell him to try converting them to 8-bit files. Thank you!

Taking a WAG, I'd bet that the jpgs are 16-bit files.
Frame only imports 8-bit files.
Check the file format, and if they are 16s, knock one or two of them down to 8-bit. If that works, Photoshop or other conversion tools can do the rest as a batch.

It might be the JPGs themselves that are the issue. What is the source
or application that created the JPGs?
