Recreating old structure in DITA

We're moving to Structured FM and DITA. The procedures we write use this hiearchy:

Section 1 >  Part 1 > Step A  >  1. >   a.

In DITA, we'll be limited to two step levels. Do we need to throw out our old hiearchy and adopt a much more simple approach; for example:

Title

     1.

          a.

From the Internet and other resources, I'm reading conflicting advice. Some say to use sections and nesting to get the look you want; others say to avoid these.

There appears to be two issues: moving to structured FrameMaker and moving to DITA. If DITA is not required, you can move to structured FrameMaker and use any structural hierarchy you want to use; however, you will need to create an EDD for your structure template. See the Structure Application Developer Guide, which you can download from Adobe.com.

I do not know enough about DITA to answer your question about hierarchy in DITA.
