RHFrameMakerServer9.dll error

I just got a new Windows 7 machine.  IT guy did the installs of all the Adobe programs for TC Suite 2.5

When I start Frame, I get the following error:

Cannot initialize API client C:\Program Files\Adobe\Adobe Technical Communication Suite 2\Adobe RoboHelp 8\RoboHTML\RHFrameMakerServer9.dll.

Check for errors in the APIClients section of C:\Program Files\Adobe\Adobe Technical Communication Suite 2.5\Adobe FrameMaker 9\maker.ini,verify that the client program exists, and make sure you have enough swap space to run the client.

I have gone in and modified the maker.ini file to include the "RH4FMver9=Standard,RH4FMver9,C:\Program Files\Adobe\Adobe Technical Communication Suite 2.5\Adobe RoboHelp 8\RoboHTML\RHFrameMakerServer9.dll, all" line in the APIClients section, saved the file, gone in and checked to see that the line is still there, but I am still getting an error.  I've checked tha the "RHFrameMakerServer9.dll" file is at that location - it's there, that is the exact path.

I did notice that the first line in the error message seems to indicate TC Suite 2, not 2.5.  We do have 2.5, and it is installed at the TC Suite 2.5 path.  I've restarted my PC after making sure the maker.ini file was changed, and that also doesn't seem to make a difference, I still get the same error.

Any ideas??
