Is there a way to save the paragraph/character format tag I create in one FrameMaker 2017 book so that I can use them in other documents and books as well?

You can save a reference file with any formats you want to reuse, and then you'll have two options:

  • import all the formats from the reference file to the target document(s) with File > Import > Formats
  • copy/paste a single format from the reference: use Edit > Copy special > Paragraph format in the reference file, then just Edit > Paste in the target document; use the paragraph designer to save the new format in the target
