Should the pre-processor even be executed when creating New documents?

Trevor-Nicholls started a discussion last month on creating an XML document from the welcome screen (Re: Creating a new document from the Welcome screen, doesn't ). That discussion has grown to include several related topics, so I am splitting my responses in new discussions specific to individual subtopics. This is the third such new discussion.

Trevor asked "Should the pre-processor even be executed when creating New documents?"

The result of the New XML command is a WYSIWYG document almost like the document that results from using File > New and selecting the template. The difference is that the result of New XML stores the fact that it should be saved as an XML document while New does not. An XML document cannot be empty. I believe that FM in effect creates an XML document containing a minimal number of elements and then opens that document with the chosen application. If that application has a pre-process, then FM  runs the pre-process just like it would when opening any other XML document.

I hope someone from Adobe will comment on the above speculation.
