site.dct is not considered by FM2017

In our company, we share the site dictionary to control hyphenation. 

This works fine with our FM2015 instances but not with FM2017.

Does FM2017 work differently with the site.dict?

The entries from our site.dict are not included in:

%userprofile%\appdata\locallow\Adobe\Linguistics\UserDictionaries\FMSiteDictionary\all\added.txt
