Surplus end-of-flow in middle of .fm file

(FM12 on Win7)

I see surplus end-of-flow indicators, on otherwise blank pages, appear in the middle of .fm files.

Format > Page Layout > Pagination > Before Saving and Printing is set to Make Page Count Even. This is a requirement for publishing.

But I expect extra pages at the end of the file, not the middle.

The files use many insets and some conditional text. At one point, they had nested insets, but not now.

Scratching my head about this one.

Random thoughts ...

Most likely: Custom disconnected Master Pages applied and not removed. Do an AMP. See what happens.

Possible but unlikely: Those aren't EOFs at all, but just Section Sign glyphs in normal text.

Not even sure possible: Empty Text Insets from somewhere.
