Table of Contents for a User Manual

We are developing a huge user manual with 14 different modules and on an average 7 FrameMaker files in each module. Each FrameMaker file will have 2 levels of headings.

When compiling this project into a book and subsequently into a PDF, we would like to have the Table of Contents in the following way.

We develop Table of Contents to each module. Our manual will be published in to a single PDF file. The manual begins with Title page. Followed by a list of all module name which are hyperlinks to the Table of Contents of for each module. This means when I click on a module name, it should take me to the Table of Contents of that module.

I would like to know, if this is possible to achieve. If possible, I would like to know the procedure for the same.

    Set up a "master book" that contains all of the files for the modules, then generate a TOC for the master book that pulls in just the TOC title for each module.
