table of contents of the parent book is ignoring chapter numbering in the child books

Hi--

I have a parent book in FrameMaker 15 with 12 child books. When I generate the table of contents for the parent book, the chapter numbers for the child books do not increment. I have tried numerous ways to set the numbering for the TOC, but nothing works.
