TCS4 on Windows 8.1 Pro 64 bit

I did a clean install of Windows 8.1 Pro 64 bit on my workstation. Then I did a clean install of Adobe TCS4. When I want to enter my Serial Number I receive the following message:

Serial Number you povided is valid, but a qualifying product could not be found on this computer.

To use this serial number, you must own one of these qualifying products. Please choose the one you own and enter its serial number.

When I select Adobe FrameMaker 11 from the dropdown and enter the TCS4 Serial Number I receive the following message:

This serial number is not for a qualifying product. Please try another.

Any suggestions?

What did Adobe support say? Installation help/support is free.

After the weekend I contacted support. They told me my serial number was an upgrade, so I had to supply the serial number of my previous FM version. I did so and the activation succeeded silently. It should be nice when the activation dialog explaned that a qualifying product is the product you upgrade from...
