TOC Structure in Responsive HTML5

Framemaker 2020, version 16.0.1.817; book published to Responsive HTML5. In the HTML5 output, Chapter 2 and all subsequent chapters are structured subordinate to Chapter 1:

 

 

The FM TOC file is structured with Chapter 2 aligned below Chapter 1, and not aligned below the 1.2 and 1.2 subsections. So I don't think that's where the problem lies.

 

I suspect this is a result of the latest FM update. A couple weeks ago I published a similar Responsive HTML5 book, and the chapters are aligned correctly:

 

 

Is this a known issue with the new update?
