Unable to license Adobe TCS 2017

Dear colleagues, I have a problem with licensing TCS 2017 on the second computer.

Company bought TCS 2017 years ago. That time, I successfully installed it on my office PC and worked with it. Now, due to situation in my country, I'm forced to install it on my notebook as well. In other words, when we are bombed, I need to work on notebook, when not I can continue working on office PC.

I've installed TCS 2017 on my notebook. Then, on my office PC I made the "Sign Out" procedure (both for FrameMaker and RoboHelp). Then, on my notebook, I tried to "Sign In". I managed to sign in Adobe Manager, entered valid serial number, and tried to "license" the product. Adobe Manager constantly tells me that it cannot license the product, because there is no Internet connection (but in fact there is), and notifies me that I have only 30 days to license the product. What's the reason? Moreover, when I get back to my office PC and try to Sign In and License there, everything goes well.

Could anybody assist me and explain what I'm doing wrong?

    You're probably running into this issue - https://helpx.adobe.com/tech-comm-suite/kb/deprecated-internet-explorer-10-with-ims.html - because Adobe's licensing servers pulled the plug on IE10. 
    btw - you didn't have to log out of the office copy - your FM license allows for 2 installs (like home & office) just not being used at the same time.
