Unable to Save as PDF using FrameMaker 2015 and Windows Version 1803

After upgrading to Windows Version 1803, OS Build 17134.1, I was unable to save a document as a PDF file using FrameMaker 2015 (File > Save as PDF). 

Our IT guy was unsuccessful at resolving the issue until we finally rolled Windows back to the previous version (1709).
