unwanted blank page insertion

The problem with FM inserting a blank page before a table that has a "Top of Page" format has, at this point, been present in FM for years . The desired behavior is obvious. Work arounds to make a trivial capability work are silly. What is the issue that prevents this problem from being solved?

    I just set it to "float". It's an option in the Table Designer.
