Updates grayed out

I installed Framemaker 10 and noticed that I cannot use Help - Updates because that option is grayed out. Operating system is Windows 7 32 bit and it makes no difference if I login with the administrator account.

    Sometimes network policies block Internet access for unknown programs - you can use the http://www.adobe.com/support/downloads/product.jsp?product=22&platform=Windows page to download updates.
