What controls how far in an indent on a lined item is set?

Check this image out:

See how the one character format has the lines extending to the edge of the page, but the one under does not?

Where does one control this depth?  I cannot for the life of me figure out what governs this distance.

It's a paragraph, so the First and Left margins in the para designer.

That seems to only control the depth of the tab on the text; the lines remain unaffected. 

BUT:  If I change the lines from Double lines to Single Lines, they extend back to the edge like the ones above there that say "Note:"

I've inherited this formatting from the previous guy, and I cannot figure out where these line controls are.
