What is different between 'FM Dev Guide' & 'FM Dev Ref'?

I'm currently learning myself the XML part of FM. I come across some many online pdf booklet. There all sounds good but which one is the best to practise? Besides, what's different between these 2 books: 'FM Dev Guide' & 'FM Dev Ref'? Thanks in advance for the help and support.

    The Structure Application Developer Guide provides the overview and examples of FrameMaker structured application development. Its worth reading all of it before you start developing your own applications. The Structure Application Developer Reference gives a comprehensive guide to all rules and commands. You would use the reference while you are developing your applications. For example the complete list of read/write rules is only given in the reference.
