Why do lock (.lck) files NOT appear for .dita files?

I can't find any specific info about this. Nothing specifies they only appear for .fm files so have to ask.

The Lock File on Network option is activated.

*.lck files appear for opened *.fm files but do not appear for *.dita files.

Why is that? This is causing us problems.

P.S. We are also finding that if ditamap or dita files are open by someone else, the second person can't even see the files - making them think the files are missing. It will even let the second person create a new file with the same name without any notice or error. But then when the open file is saved by the first person, it is unknowningly saved with the person's computer name appended to the file name. All this happens without any notice.
