Why doesn't my pagination selection stick in the book file when I update?

I have a book with multiple files that are one page each (different languages). I have the pagination set to Delete empty pages in both the book and the files. I do have Double-sided pages selected because I need the page number to move right or left depending on where the files lands. But every time I update within the book, some files revert to two pages. It's driving me crazy. Any suggestions?

    Check your setting for "1st Page Side," particularly in the file after

    the blank page. You probably have it set to Left or Right, rather than

    Next Available. Let's say one file in the book ends on a right page and

    FrameMaker wants to delete the extra blank page as you specified. But

    the next file is set to start on a right page. You can't have two right

    pages in a row, so FrameMaker reinserts a blank left page between them.

    This seems to have worked. Thanks so much. Off to add lots more languages now and see if the fix sticks when I have 19 files in the book.
