All of my storage clouds are completely free, I have never used any Adobe programs before so storage should be empty. I have tried uninstalling and reinstalling it several times. Can someone please provide assistance? Thank you

How much space do you have on your device? I think this is referring to the device itself rather than cloud storage.

    Exactly.  You can have all the cloud storage in the world, but if you don't have enough device space, you're not going to be able to download it.  A rule of thumb I've had on my iPad is to always have a bit of a cushion.  Though it's not an Adobe app, but the developers of Procreate have always told users to leave about 15% of the storage space open in order for things to download and run properly.
