Attempting to move a selection causes resizing instead of movement

Question

I'm attempting to move a selection using Fresco 5.0.1 on a PC. I point inside the selection box with my pen or mouse cursor and attempt to move it. It will resize the selection instead of moving it. I'm not using the circled corners or sides which are intended for resizing. The arrow keys seem to work, but slowly. Rarely the selection will move but not consistently.

Create a new document with a simple shape or drawing. Attempt to move the selection in this new document and check if the issue persists.
